I'm not sure how or why. Regardless.it was a decent trip, but for only 2 stops, no cable-car ride because it was out of service, and a mass-produced vegetarian meal, it seemed like way too much for what you get. I ended up walking to my hotel after the boat ride back because a didn't think spending an hour dropping off everyone else on the tour first was worth my time! I would suggest looking into doing the trip yourself and then at least having time to enjoy the stops at your own leisure rather than the set times on a large-group guided tour.
